`ReadySpec` carries `id` and `title`, so a consumer reading `registry plan` directly cannot apply an approval rule without a second query per entry. An additive `status` field is a read-schema MINOR that lets a direct consumer see what `/next` sees. An enhancement with a named cost, not a defect fix.
