attest-ledger bootstrap (tamper-evident record ledger)
Bootstrap spec for the attest-ledger repository: a three-crate workspace vending a tamper-evident record ledger (append-only, hash-linked, Ed25519-signed) with an independent verifier. Extracted (relicensed Apache-2.0 by the sole copyright holder) from the Open Agentic Platform's crates/policy-kernel (proof_chain.rs and the pure subset of audit.rs). It depends on canonical-keysort-json for reproducible hashing. This spec establishes the workspace skeleton and seeds this repo's own spec corpus, which is governed by the pinned spec-spine library.
Tail completeness and trusted head commitments
Amend spec 000's unqualified deletion claim. Existing verifiers prove the integrity of the sequence presented to them, not that it is the latest or complete sequence. Add a versioned, domain-neutral head commitment and opt-in record-chain and closed-audit-segment verifiers for callers that obtain the expected head through a separately trusted channel. Preserve all 0.1.0 APIs and release the additive contract as 0.1.1.
