A deleted path is judged where it lived

Lifecycle approvedImplementation completeVerification unknownQualification unknown

The coupling gate resolves a deleted path's owners from the head index, where the claim the same change withdrew no longer exists, so a correct removal is refused as C-001 against a package floor that has nothing to say about it. A deleted path is judged against the snapshot that precedes the segment its deletion belongs to, reconstructed from that snapshot's own source bytes, and a snapshot the gate cannot reconstruct is an explicit non-success rather than a head-only pass.
