A move is a reviewed mapping

The gate passes `--no-renames`, so a move arrives as a deletion and an addition and each half is judged where it is true. That is correct and it is not the whole story: nothing records that the two halves are one act. The spec performing a move declares it in its own frontmatter as authored, reviewed data. The compiler validates the declaration's shape, the lint checks its paths against the tree, and a lookup derived from every declaration follows declared chains, reporting ambiguity and cycles instead of guessing through them. A move is informational: it transfers no ownership, authorizes no deletion, infers no similarity and changes no verdict.
